Pul seeks comprehensive education plan
ITANAGAR, Mar 02: Chief Minister Kalikho Pul has directed the education department to prepare realistic proposals taking feed backs from all the districts, sub-divisions, administrative blocks for a comprehensive planning and maintenance of uniform standard in education system across the state.
While disclosing his vision for the education system in a meeting with the officials of the education department on Tuesday evening, Pul stated that all the schools in the state should function as per the standard norms and guidelines and there should be uniformity in all the educational institutions in the state.
He said that all the schools should have sufficient teachers, sufficient books and good infrastructures including school buildings, hostels, teachers’ quarters and washrooms for both boys and girls.
“All the school compounds should have proper boundary walls with cattle trapping in the main entrance in order to maintain hygiene and cleanliness,” Pul said, adding that the government will create Group D post and sanitary assistants for schools for its proper maintenance and security.
Essential Services like electricity and water supply should be provided round-the-clock in all the educational institutions and there should be provisions for alternative source of power generation like diesel generator sets, solar power and also for tapping/harvesting of ground water or rain water to meet the water requirement in case disruption in water supply.
“All the schools should have laboratory, library with important journals and newspapers, computers with internet facility. There should be complete co-curricular activities, like games and sports, music etc in all the schools,” Pul said and assured to provide all the necessary equipments and teachers in due course of time.
He also proposed to restart vocational training for students with appointment of craft teachers.
He further said to construct recreational halls, auditorium and playground in all the schools in phase manner.
Students' stipend will be released on monthly basis, Pul said while proposing for enhancement of the stipend.
The Chief Minister proposed for enhancement of students' stipend from Rs 600 to Rs 1100 for secondary to higher secondary level. For higher studies, stipend would be enhanced to Rs 1400 per month for technical and non-technical with annual book grand of Rs 10,000 for medical student and Rs 1000 for engineering student.
Students pursuing ANM course would be given stipend of Rs 1100 per month with annual book grant of Rs 1000, Rs 1200 to GNM along with annual book grant of Rs 2000, and Rs 1400 to BSc (Nursing) with annual book grant of Rs 3000.
Incentives to UPSC aspirants would continue with enhanced grant of Rs 2 Lakhs for Prelims and Rs 3 lakhs to Mains.
He further said to provide fixed excursion fund for study tours for colleges where the students of 3rd year will be given chance. Fund would be provided as per the strength of students in the college. He also said to keep Rs 2 lakhs as Excursion Fund for GNM/ANM Schools.
He also advocated for introducing e-learning facilities in colleges.
When asked whether NCERT books can be printed in Govt. Printing Press in the state, the head of the department informed that NOC needs to be obtained from the NCERT. He directed the department to do the needful to obtain NOC from NCERT so that the textbooks can be printed in state to minimize the cost of the books. It will also generate some revenue for the state, Pul added.
Community involvement must for preservation of flora and fauna: Governor
ITANAGAR, Mar 02: Governor of Arunachal Pradesh JP Rajkhowa suggested the authority of Daying Ering Wildlife Sanctuary to actively involve local community members in protection and preservation of plants and animals of the sanctuary.
The Governor accompanied by First Lady Rita Rajkhowa took a cruise around the sanctuary on Wednesday, advised the forest officials to take necessary steps and precautions to protect the flora and fauna of the sanctuary. He emphasised on use of modern technologies and innovative ideas in monitoring any happenings inside the wildlife habitat.
Rajkhowa said that the efforts for preservation of flora and fauna might not bring the desired result unless local community members are involved in it. He also cautioned them from poachers.
The Governor also suggested for amenities for wildlife enthusiasts and tourists, such as clean and hygienic restrooms, regular and uninterrupted water and power supplies and use of solar power equipments in the sanctuary. The Governor urged upon the local communities to contribute in up keeping and setting up of eco-friendly huts and other facilities.
He said that without active participation of the local community, sustenance of any project is uncertain.
The Daying Ering Sanctuary is made up of 18 islands, criss-crossed by River Siang. The 190 Sqkm sanctuary has 75% coverage of grassland, 11% vegetation and rest are water bodies, Divisional Forest Officer (Wildlife), Pasighat Tashi Mize briefed to the Governor.
The unique ecosystem is home to 229 species of mammals, 13 reptiles, 91 plants and 256 avifauna, including, hog deer, hispid hare, and wild buffalo, Sambars, elephants and migratory birds like cranes, wild ducks, storks, waterfowls. It has fresh water River Dolphins also, he added.
The Governor has also had rafting and angling experiences in the River Siang from Bodak Village to Ranaghat, near Pasighat in order to promote the two adventure sports in the State. It was organised by Tour Operator Tosu Tayeng of ‘Nature Unlimited’.
Earlier, the Governor was briefed on the Siang Bridge by Chief Engineer, Project Brahmank, BRTF, Col. Anil Joshi. On perennial problem of Siku Bridge, where the approach road to the bridge gets breached every year and disrupt the road communication to Eastern Arunachal, the Chief Engineer assured the Governor to provide permanent solution to it.
On the second day of the District tour, the Governor and the First Lady paid obeisance at the Donyi Polo Central Gangging.
The Governor wished that people join hands together and protect and promote indigenous faith, culture, folklores and all healthy traditions and practices in the interest of universal peace and brotherhood.

Centre blames North Eastern states for non-completion of projects on time
NEW DELHI, Mar 02: Centre on Wednesday blamed some state governments in the North East for delay in implementing various development projects, saying due to their apathy, many initiatives have remained incomplete.
Certain state governments in the North East have not submitted utilisation certificates, Detailed Project Report and other required documents on time, leading to delay in completion of projects, Minister for Development of North Eastern Region Jitendra Singh said in Lok Sabha.
“There have been reports regarding funds not being released in time and delays in sending utilisation certificates and other documents in a number of cases, resulting in delays in completion of projects,” he said during Question Hour.
“Out of 434 projects sanctioned under the NLCPR, there is a delay in 193 projects. Many projects are delayed due to the non-cooperation of some state governments,” he said.
In Assam, under the Non Lapsable Central Pool of Resources (NLCPR), as on February 26 this year, an amount of Rs 2609.53 crore has been released, against which utilisation certificates amounting to Rs 1,814.65 crore have been received, Singh said. A road project involving Assam and Arunachal Pradesh in which the former has already floated tenders for allocating work, but the latter has failed to do so, he said.
Under the North Eastern Council schemes, an amount of Rs 505.48 crore has been released for 81 ongoing projects against which utilisation certificates amounting to Rs 414.89 crore have been received. Out of 81 ongoing projects under NEC, there is a delay in 46 projects, he said. PTI
CS suggests NABARD to extend support to local entrepreneurs
ITANAGAR, Mar 02: The State Focus Paper for 2016-17 prepared by NABARD envisages the potential of ground level credit flow of Rs.531.12 crore under Priority Sector from the banking channel, according to a NABARD release.
Chief Secretary Ramesh Negi, who released the Paper after inaugurating the State Credit Seminar – 2016-17 organised by NABARD at city hotel here on Tuesday, suggested that packaging and brand building support should be provided to local entrepreneurs, especially SHGs products. He also acknowledged the role played by NABARD in the development of the state, especially in development of rural infrastructure.
He acknowledged the role of the banks to achieve their credit plan targets. He assured to fill the gaps in infrastructure and support services in critical sectors for providing a boost to credit flow by the banking sector.
A presentation was made by GM (NABARD) HS Singh highlighting the importance of capital formation in agriculture for sustainable economic growth of the State. The seminar was attended by Commissioner Agriculture & Horticulture, Commissioner, Rural Development & Panchayati Raj, Secretary Finance, Secretary, Cooperation and senior government officials from various line departments of the State Government, representatives from SLBC and banks, Spices Board and Rubber Board.
Border areas of Arunachal have always remained neglected: Pul
ITANAGAR, Mar 02: “Border areas of Arunachal have always remained neglected. Arunachal comes in the national headlines only during floods and when Chinese troops make incursions in the border,” said the Chief Minister Kalikho Pul while addressing a group of delegates from Mechuka constituency recently in his office conference hall.
“Mere rhetoric of Arunachal as an integral part of India is not enough. The words have to match our actions on the ground. We have to reassure the border people of our commitment towards their development to make the border area habitable,” said the Chief Minister.
Calling the border inhabitants as vanguards in securing the international borders along the Mc Mahon line, Chief Minister Kalikho Pul informed that series of measures will be taken to improve the standard of life in the border areas.
“Border people have the knowledge of local terrains and their knowledge base serves as an important information source for the army to secure the border,” said the Chief Minister
Speaking on the priorities for border people, the Chief Minister said the state government is committed to provide all basic public services such as quality drinking water, quality health services, good road networks and proper education services.
To make the point that he was not merely air talking, the Chief Minister took the example of Hawai, headquarters of Anjaw district, where he claimed to have turned his vision into reality.
“Hawai is today a well planned town with 24 hours uninterrupted water and power supply.
It has well laid out shopping complex, good quality infrastructures such as government offices and government quarters, and has well connected 2-lane roads within the township.”
The Chief Minister said measures will also be taken to improve the economy of the border areas.
“We have rich natural resources – hydropower, mines and minerals. These sectors will be given top priority to revive the economy of the state.”
Besides tapping the natural resources, the Chief Minister said the government will also boost horticulture and agriculture development in border areas.
“We will provide all necessary financial and technical support to the farmers. Special measures will be taken to make the local economy self-sustainable,” said the Chief Minister assuring that people won’t be disappointed by his government.
The Chief Minister also emphasised on developing tourism in the border areas. For development of tourism sector, he hinted on developing four potential tourism sites in Arunachal – Mechuka, Anini, Hawai and Vijaynagar.
“These four tourism sites have their own unique natural beauty, which is distinct from each other,” said the Chief Minister.
He, however, said for development, people have to make compromises.
“People should be ready to part with their land, forests and mountains. Government cannot force development on people, but can only be achieved if they are volunteering for it,” said the Chief Minister.
The delegates were accompanied by Mechuka MLA Pasang Dorjee Sona.
RGU to host Inter College Youth Festival
ITANAGAR, Mar 02: The Rajiv Gandhi University campus is all set to host the XIth edition of the Inter College Youth Festival between March 4-6.
With invitations of participation having gone out to 23 affiliated colleges of the University, the Organising Committee is expecting to host about 500 delegates and team managers over the 3-day festival.
In a major move away from earlier editions, the XIth festival will host 20 events in cultural, literary and fine art disciplines, as colleges and the RGU's own contingent vie for the Best Team trophy. Being held on the lines of the Association of Indian Universities format, the competitions will bring out the best of literary and fine art talents of the students, which would also include theatrical performances.
With the number of colleges having increased tremendously, the University has decided to hold the sports and games evens separately.
The Rajiv Gandhi University Students' Union led by its President Nabam Akin are closely coordinating in the preparations as part of the Organising Committee, which also has Officers and faculty members of the varsity.
The University authorities are also proactively monitoring the ongoing work as the campus is abuzz with arrangements and planning for the mega event.
Union Minister of State of Home Affairs Kiren Rijiju will attend the inaugural ceremony on March 4. Member of Parliament of the Rajya Sabha Mukut Mithi will attend the valedictory function of the festival.
Self-effacing effort of a young agri-preneur

The idea of cultivating “QUINOA” came to Chow Lakhana Namshum of Gunanagar (Chongkham) under Namsai district of Arunachal Pradesh, a MBA from IIPM, Bangalore who is a young farmer turned successful entrepreneur from a friend , who thought that it would be worth as a business en-devour. It was one of the summer months in 2013 that he was looking up on the web to procure quinoa seed and surprised to have found no source in the Indian market. So he broadened his search and finally zeroed in on an American website to locate a source which sold the quinoa seeds.
He purchased three varieties of quinoa, ‘Brightest brilliant rainbow’, ‘French vanilla’ and ‘Red head’ for about 6$ an ounce with the encouragement of his mother having vast experience in agriculture. He planted 3 ounces of 3 varieties of quinoa in the month of October 2013 and harvested in the first week of February 2014. (Quinoa takes 90 to 100 days to mature). Out of the 3 ounces which is about 100 grms, the harvest was around 30 kgs. He was happy with the performance of the first ever crop and planned to produce a sizable volume of quinoa to test the market in 2014 which showed very good growth as compared to 2013 and expecting to see good results but unfortunately heavy rains destroyed most of the crop.
But the young man was not at all discouraged and continued with his passion and harvested a good quantity out of his efforts of 2015 and he is exploring the avenues for branding, packaging and access into the market.
Namshum along with his elder brother Chow Ujjal Namshum , a successful entrepreneur and Tea planter displayed their home grown ‘quinoa’ in the exhibition stall and large number of participants of 2015 October SMDS-4(Sustainable Mountain Development Summit) at Itanagar gave a round of applause and motivation to carry it on further. “My future plan for quinoa would be to brand it and get an organic certification so as to penetrate the existing market and if quinoa is successful, I would love to add in other produce to strengthen the brand. From my market survey, when I had gone to Delhi and Gurgaon in the year 2014, I had come across a person who exports fruits and vegetables to London. He had told me that in another 15 to 20 years time north east will be the fruit and vegetable basket of India since the agricultural land in other parts of India are losing its soil fertility. I believe this is the only reason why I believe one can be a success in agriculture. Little help from the government to streamline the marketing in agricultural sector would really go a long way,” he said.
What is Quinoa
Quinoa is a seed of plant Chenopodium quinoa. The history of quinoa is clearly rooted in South America, in the Andes region that is currently divided up between the countries of Argentina, Bolivia, Chile, Colombia, Ecuador, and Peru. Along with maize, quinoa was one of the two mainstay foods for the Inca Empire that had its start around 1200 AD. Quinoa was a food that could survive in a wide variety of growing conditions. Along with its unusual nutrient richness, its adaptability helped it gain popularity among the Incas for hundreds and hundreds of years.
Quinoa, a pseudo cereal, also originally from South American countries like Peru and Bolivia, possesses very low glycemic index, which is recommended for management of Type 2 diabetes, says Ram Rajasekharan, Director of the Central Food Technological Research Institute (CFTRI). The year 2013 was declared as the International Year of Quinoa by Food and Agriculture Organization (FAO) of the United Nations as a recognition of the “crop’s resilience, adaptability and its potential contribution in the fight against hunger and malnutrition”. Even if India grows quinoa at 1% of annual production of rice and wheat, it will be 2 million tonnes. Its economic value can be $10 billion (Rs 60,000 crore) at current prices. India needs several million tonnes of quinoa a year to meet the requirement of its diabetics, cardiac patients and malnourished children. This can be another cash crop for millions of farmers. Team Rangoon meets Governor
ITANAGAR, Mar 02: Film Director and Producer, Vishal Bharadwaj accompanied by renowned Choreographer Farah Khan called on the Governor JP Rajkhowa and First Lady Rita Rajkhowa at Siang Guest House, Pasighat on Wednesday.
They briefed on the upcoming Film ‘Rangoon’ being shot in various locations in East Siang and Siang Districts.
The Governor said that Arunachal Pradesh has huge raw talents in the field of cinematography. Referring to recent Arunahalee films made in Arunachal Pradesh, he wished that they work on some projects involving local artists.
The Governor also informed them that various places of the State, which has immense scenic beauty, can be exploited. He said that with renowned film makers like Bhradwaj making film in the State will open floodgates for other producers and directors to explore new and exotic places for film shooting.
SAMARTHYA technical training for PTAs
ITANAGAR, Mar 02: In all, 72 Panchayat Technical Assistants (PTAs) from 6 districts viz. Tawang, West Kameng, East Kameng, Papum Pare, Lower Subansiri and Kra Daadi are taking part in a SIRD, Arunachal Pradesh and State Technical Resource Team (STRT) conducted three-day SAMARTHYA technical training programme on MGNREGA for District Technical Resource Team (DTRT) and Block Technical Resource Team (BTRT) members which began at SIRD premises here on Mar 1.
In her inaugural address, Rural Development & Panchayati Raj Commissioner, Indra Mallo informed the PTAs that government is processing their service extension and all PTAs should work for proper implementation of development programme being implemented at Gram Panchayat and Block Level.
While clarifying the guideline under My Village My Development Plan (MVMDP) she said that the role of the PTAs is to prepare estimate of Fourteen Finance Commission Grants under the supervision of Member Secretary (Circle Officer) and for extension officer to prepare estimate and implementation of schemes under MGNREGA under the supervision of BDO, the Programme Officer and obtain technical sanction from competent authority as per the guidelines.
She further said that the selection of schemes are based on Gram Sabha approval, subsequent approval at Block Level by Chairperson Anchal Samiti and at district level by Chairperson Zilla Parishad and then finally place before DPC chaired by DC.
She said that all necessary records, right from project creation to implementation and utilization of fund are kept up to date as the ministry will now release fund subject to conduct of Social Audit under MGNREGA by state in all GPs. Under Fourteen Finance Commission Grants in addition to basic grants for delivery of basic services there is provision for performance grants which lies with the active participation of attending participants at grassroots level and ground level where regular supervision of officers at state and district level is not possible, she added.
RD Director, T Taggu, SIRD Assistant Director, SW Bagang and STRT nodal officer-cum-Course Director, Nani Chatung also spoke on the occasion.
Prof. NIRD-NERC, Dr. K Haloi spoke on Watershed related approaches.
Approval given for four new tiger reserves
NEW DELHI, Mar 02: The National Tiger Conservation Authority has given in-principle approval for creation of four new tiger reserves in Madhya Pradesh, Odisha, Assam and Chhattisgarh, Lok Sabha was informed on Tuesday.
“The in-principle approval has been accorded by the National Tiger Conservation Authority (NTCA) for creation of four new tiger reserves in Ratapani (MP), Sunabeda (Odisha), Guru Ghasidas (Chhattisgarh) and Orang (Assam),” Environment Minister Prakash Javadekar said in a written reply.
He said the State governments have been advised to send proposals for declaring Suhelwa (U.P.), Mhadei (Goa), Varushanadu Valley (TN), Dibang (Arunachal Pradesh) and Cauveri MM Hills (Karnataka) as tiger reserves.
Javadekar said the assessment of status of tigers, co-predators and their prey in 2014, using refined methodology, has shown a country-wide 30 per cent increase in the number of tiger with an estimated number of 2226 (range (1954-2491) as compared to the 2010 estimation of 1706 (range 1520-1909).
He said NTCA and Wildlife Institute of India have identified potential bottlenecks, obstacles and weak links within these corridors which are due to the presence of habitation, poor forest cover, encroachments, land use other than forest and geographical barriers. PTI
Govt focussing on more LPG penetration in East, Northeast
NEW DELHI, Mar 02: Government is committed to enhance LPG penetration in the country with special focus on eastern and north-eastern states and has earmarked an initial fund of Rs 2,000 crore this year for the purpose, Rajya Sabha was informed today.
Replying to supplementaries during Question Hour, Oil Minister Dharmendra Pradhan said the government's endeavour is to provide 5 crore more LPG connections with focus on poor and BPL families.
"We are focussing on eastern and north-eastern states and we are committed to increase them in the next three years. There will be a quantum jump in LPG penetration.
"This government has a commitment to enhance and take a big leap to increase LPG penetration in eastern and north-eastern states," he said.
The Minister said West Bengal and Meghalaya, besides Jharkhand, Bihar, Odisha and other eastern and north-eastern states was top on government's priority to increase LPG penetration, as the LPG penetration was low in these states.
"We have made provisions for BPL families to provide them with LPG connections and a sum of Rs 2,000 crore has been earmarked initially this year," he said.
Pradhan said when the NDA government came to power in June 2014, a total of 1.2 crore new LPG connections were provided and government has taken steps to increase them further in the last two years.
"During 2014-15, we have increased it to 1.6 crore and during the current year we intend to raise the new LPG connections to over 2 crore and we want to push it further to 3 crore connections," he said.
The Minister also spoke about the 'Ujjwala scheme' launched in this budget for poor and BPL families to have new LPG connections.
As many as 5 lakh women out of a total of 15 lakh dying across the world out of domestic pollution were in India as poor women did not have LPG connections, he said, adding that the national average of LPG penetration in the country was 61.3 per cent. PTI
Workshop on entrepreneurship
System only producing job seekers and academic engineers: Prof Bhunia
ITANAGAR, Mar 02: A week-long workshop on entrepreneurship commenced at National Institute of Technology (NIT), Arunachal Pradesh on Tuesday.
Issues like, entrepreneurship promotion, national aspirations of techno-entrepreneurship, entrepreneurship scopes and opportunities, entrepreneurship avenues in generating employment and national growth, entrepreneurship projects, techno-entrepreneurship and manufacturing entrepreneurship etc. will be deliberated upon and discussed at length during the workshop.
In his inaugural speech, Director of the NIT Prof. CT Bhunia highlighted a major lacuna in higher technical education. He said that the present system is only producing job seekers and academic engineers rather than job creators and technical engineers. He opined that the country needs to give more priority to manufacturing sector and techno-entrepreneurship. Mentioning the Prime Minister’s vision of skill development and entrepreneurship services, he claimed that NIT-Arunachal Pradesh is taking the right path to meet the national priorities framed by Govt. of India.
Dr. Singh hoped the workshop will help identify and meet the challenges in creating more entrepreneurs in the country.
Earlier, Dr. MM Singh, Assistant Professor of the Department of Management & Humanities highlighted the objectives of the workshop.
A large number of participants from the state and students of the NIT and other Institutes are taking part in the workshop.
Pasighat gears up for Smart city second round
PASIGHAT, Mar 02: After failing to secure its place in the first phase smart city project, the Pasighat local bodies is gearing up for the second phase under the guidance of the newly joined Municipal Executive Officer (MEO), Rahul Singh with renewed energy and strengths. On January 28, when Union urban development minister Venkaiah Naidu announced 20 cities, the points scored by each city were made public. A cutoff mark set by the union ministry was 54 while Pasighat missed the chance with 52.5 marks in the first list. However, the centurion town has been provided second chance as it is nominated as one of the 23 First Track cities on the basis of the Smart City Proposal, submitted in Round-1 under the Smart City Mission.
MEO Singh while holding his first meeting with DDF Consultant in his office chamber had discussed ‘why Pasighat lagged behind in the first phase’ and the way and means to upgrade the smart city proposals that has to be submitted before April-15 next. He informed the consultants that as per the feedback of the penal of experts, the upgraded proposal should incorporate a thorough SWOT (Strength Weakness Opportunity Threat) analysis; in particular, the “Weakness and Threat” are to be identified, prioritized and plans to be devised to overcome in consultation with its citizens and other stakeholders.
At the same time, giving a clarion call to the esteemed citizens, MEO Singh has appealed for active and massive participation in the upcoming venture, sharing valuable suggestions through mygov.in portal, citizen awareness campaigns, radio talks and various competitions etc to acquire better marks in the 2nd phase.
Singh instructed the Smart City Officer, Ainstein Koyu (EAC) to conduct the first meeting interaction cum consultative meeting with the earlier constituted team of officers and staffs on later part of this week to chalk out final and upgraded plan/proposal, needed for the 2nd round. DIPRO
Aniya village gets transformer
ITANAGAR, Mar 02: The 25 KVA distribution transformer at Aniya Village, Nirjuli which was burnt on Feb 13 has been replaced with a 100KVA Transformer on Mar 1 by the Department of Power, informed an official release.
The residents of Aniya village, Nirjuli had decided to purchase transformer as waiting for the government fund for procurement and repairing of the transformers will take time.
The Chief Minister Kalikho Pul had visited the village on Feb 28 after a fire accident claimed two lives and instructed the dept to install the transformer.
‘Establish training hostel, accommodation facility’
ITANAGAR, Mar 02: Claiming that the state currently does not have a training hostel and accommodation facility for sportspersons especially, during regional or national level competitions, the Arunachal Olympic Association (AOA) Secretary G Doke has in a release today appealed to the Chief Minister to take up immediate steps to establish the same soon.
The AOA Secretary has also appealed to the CM to allocate sufficient funds to sports and youth affairs department for infrastructure development.
Fine imposed on engineer
ITANAGAR, Mar 02: The Arunachal Pradesh State Information Commission has imposed penalty of a total of Rs. 25,000 under section of 20(1) RTI Act 2005 on PWD Naharlagun Highway Division, Nirjuli, Executive Engineer Nani Tath for defying the order of the Commission. The information was sought by Hillang Tadh. The Commission has directed him to deposit the amount in favor of AG Itanagar through treasury Challan.

ITANAGAR, Mar 03: Coaching for Entry in Civil Services resumed for the next batch from March 2 at Dera Natung Government College, Itanagar. In the first phase, the coaching will be held on General English, Mathematics, and General Studies. After covering the complete syllabus of these papers, the coaching will focus on major optional papers.
In the inaugural counseling Dr. M.Q. khan advised the aspirants to be serious, sincere and focused in their preparation to reap the sweet fruits of success as hard work always pays. He further mentioned that coaching alone can’t ensure success unless the aspirants devote themselves to studies and realize importance of time management as there is no short cut to success. Preparation should be pinpointed concentrating on requirements of a particular examination keeping in mind the syllabus and the pattern of examinations, he further added.
100 aspirants have been selected to undergo the two months’ long coaching. The Coaching is open to all even for those who are not students of the college.
Earlier the coaching held on General English, Mathematics, General Studies and Optional subjects held from September to December, 2015 while the coaching and mock interview held from 19-26 February, 2016, Dr. M. Q. Khan, Coordinator, informed.
Bee Keeper SHGs trained under ABHM
ITANAGAR, Mar 02: Experts demonstrated various techniques and methods of bee keeping during a three day programme organized by Arunachal Pradesh Bee Keeping and Honey Mission (ABHM) in collaboration with District Agriculture Office, Pasighat, East Siang last month.
Beekeepers, particularly SHG members attended the training which was held from February 27-29.
Bee colonies with rearing equipments were distributed to the attending SHGs who were also taken for a field visit on the concluding day by ABHM Mission in-charge (East Siang) Okit Palling.
While highlighting the aims and objective of the ABHM, the Mission In-charge informed in details about the forward linkages of honey marketing under the Mission. SHGs were also formed, who will undertake bee rearing.
Paling stated that failure to identify the right beneficiaries has been one of main reasons of failure of many programmes under Mission.
Earlier, the three-day programme started with a brief meeting of progressive bee keepers at the Office of Deputy Director Agriculture, wherein all the enthusiastic bee keepers were asked to form bee clusters and SHGs so that the implementation of project under the Mission becomes easier.
YJ Lego, Deputy Director Agriculture suggested the farmers to undertake Mission based activities with utmost sincerity to establish East Siang a honey producing district.
EKSWCO, NES mourn Guniram Waghe’s demise
ITANAGAR, Mar 02: East Kameng Social Welfare and Cultural Organisation (EKSWCO) on Wednesday deeply mourned the untimely demise of Guniram Waghe(58), General Manager of Arunachal Pradesh State Cooperative Federation, Naharlagun who died on Sunday morning after prolong illness.
EKSWCO Chairman Khya Safar Pao in his condolence message to bereaved family said that Late Guniram’s selfless service to the district in promoting sports and culture will be fondly remembered. Pao further termed his death as irreparable loss to the family and the entire district.
Meanwhile, Assam Nyishi Elite Society (NES) Secretary Perung Chiri paid floral tribute to the departed soul.
Late Guniram was born to father Late Pada Waghe and mother Yasha Waghe.
He is survived by his wife and two children. He was originally from Seba Village in Papu Valley, later his family migrated to Seijosa. He was appointed as Chief Manager of APSCF way back in 1983.
From a very tender age, he represented the district and as well as state many times in football. He was also an athletic icon of East Kameng district. Apart from sports, he was one of singing sensation of undivided Kameng district. He contributed in the district in many fields and had been active social worker.
Late Guniram was founder member of EKSWCO and Nyishi Elite Society.
TAH land affected people say no to compensation amount
ITANAGAR, Mar 02: Claiming that compensation rate Rs 11/ per square meter fixed by the state government in Trans-Arunachal Highway in Upper Subansiri is unjustifiable, and the content of monitoring report of Chief Engineer PWD was misleading and fabricated, Trans-Arunachal Highway Affected People under Bopi to Tai stretch of Upper Subansiri district on Wednesday strongly opposed the rate.
In a press release it stated that amount for the compensation of private plantation was not reflected in sanction order and Deputy Commissioner is also not transparent on the compensation amount. The affected people also claimed that there is gross arrangement in listing the land owners names and their locations which needs proper order. Protesting against the government, the affected people resolved not to receive the compensation amount unless their grievances are addressed. It is said that out of Rs 83, 72,880 crores, only Rs 5,0864,737 is indicated for land compensation.
DHS urged to ensure fair selection
ITANAGAR, Mar 02: Arunachal Pradesh Intellectual Youth Federation in a representation addressed to the Director of Health Services (DHS) urged him for ensuring free and fare selection and maintaining seniority while regularizing NHM contractual ANM/GNMs.
While cautioning the DHS of possible illegality in the selection of candidates, the federation alleged that huge amounts are being collected from the candidates with an assurance of regularizing their services.
Hailing the Director as one of the most sincere, clean and capable administrators, the federation stated that blame will directly go to him if there any illegality happens in the selection or regularization of candidates.

ITANAGAR, Mar 02: Kurung Kumey Deputy Director of School Education Tai Tach along with Nyapin Nyobia Sangram Phassang Students’ Union (NNSPSU) president Tadar Lugu visited the examination centers at Koloriang, Nyapin and Sangram Government Higher Secondary Schools and distributed educational kits to the students.
The duo also interacted with the students and advised them to take the examination with confidence and pass with flying colors to make their parents and schools proud.
NGO calls for recruitment of more women police
ITANAGAR, Mar 02: Arunachal Civil Society (ACS) appealed to the State Government to recruit more women police into the Police Department to effectively deal with cases involving women.
Though Arunachal is touted as most peaceful among the Northeastern states, the crime rate in the state involving women and child is increasing day by day which is a cause of major concern, ACS said in a release. It said that the existing force of women police was insufficient to effectively deal with the cases.
ACS also apprised the chief minister about some major crimes, scams and unpleasant incidents, including attack on media persons that had happened in the state earlier most of which remained unsolved.
Hailing Pul’s initiative for modernizing the police department for effecting policing, ACS appealed to the Chief Minister to look into matters which involve public interests.

ITANAGAR, Mar 02: In a three-point memorandum submitted to the Chief Minister, the All Arunachal Pradesh Labour Union (AAPLU) has today demanded early release of pending bills under various departments of the state, promotion of JE/AE/EE as per merit list by constituting a Departmental Promotion Committee and transfer and posting of officers who have completed their tenure of three years.
It has appealed to the CM to initiate early steps to fulfill its demands in the larger interest of the people of the state.
Dambuk Lamps reopened
PASIGHAT, Mar 2: The Dambuk LampS in Lower Dibang Valley was re-launched on Feb-29 last after a long interval of sixteen years.

A good beginning
Police modernization is one of the major issues concerning the state of Arunachal Pradesh. State police has been confronting problems like lack of modern equipment and constant interference from the political bosses. Such is the apathy of police force that even they struggle for the fund to run the PCR vans. Due to this morale of state police is always low and they are found wanting on several occasion.
Successive state government has been making tall promises to modernize the police
department but nothing happened. On Wednesday Chief Minister Kalikho Pul made fresh
pledge to modernize the state police. In this direction he sanctioned Rs. 43, 58,

Manners and discipline
Dear Editor,
Through the column of your esteem daily, I would like to draw the kind attention of those parents whose children are indiscipline and manner less.
The day is not far when the military personnel will run the school and colleges to teach discipline and manners to the students.
I notice that the students in different schools and colleges of our state don’t give respect to their teachers and even to their parents and assault teachers when caught while cheating in the examination, so this kind of action cannot be handled by normal teachers.
The future of our state is going in a wrong direction so it can be handled only by the military personnel.
The students even influence the younger generation and showing them the wrong path which they will continue and will teach their younger ones.
Different kinds of abusive words are being passed to the younger generation. We use abusive words which were taught by our elders and that we will teach our younger.
So it’s my earnest request to the parents to tell your beloved child that if you don’t want to turn your loving and caring teachers into a strict military personnel then behave yourself because the day is not far when the military personnel will teach in the school and colleges.
